Cynthia let's start with you to some degree I think especially more in the Erie county portion of the district. People don't know as much about -- as they do maybe the other two guys just because they've been around here and you're out there in Warsaw in the 32 -- if he can.
While the 32 bio first of -- I think they know the other -- a little bit better because they spent but the majority of the summer having a primary. And I did not have a primary I was the democratic nominee right from the get go so 32 bio I'm not a career politician that's where we start. And I'm a nurse I'm alive I'm a mom I work critical care at strong memorial hospital and a three term. Elected village Justine in the village of Warsaw new York and have been elected there by over two to one margin and very Republican town far. To six years so that's the debrief 32 violence that's what you're looking for today. Is that the do you think being Warsaw village trustees relevant when we're talking about. The size and scope of state government yes I do think it's very very around the house we have a bipartisan board obviously it's not a one party board. We -- will reach across the -- every every. Month twice a month and committees you know 34 times a month. To get business done we have not you know millions of dollars in our budget we've. Kept our tax rate now we've kept -- increased very very well ever since I've been on their board we've. Maintained our infrastructure we work at new projects all the time and I actually have to face. The decisions that we make every day at the village level are very important to everybody that I know in the village every time I -- To the grocery or to the gas station are wherever I mean you have to take accountability. For -- those decisions that you make and I see the effect of those decisions every single thing I.
I very much for I think you just answered my next question the effect of those decisions tell me about the kind of things you've seen. That makes you like probably all the other candidates out there say.
be fixed well. The effects I've seen is that we read the prime the primary. Decisions that we make would have to be how to get jobs how to get jobs -- area how to get our infrastructure more improved. I think -- and infrastructure together as a win win situation so. We need to take the effects of what we're seeing out there now by that. The poverty level that's increasing everyday and -- daily basis sent. The people that are leaving our villages and our main streets are dying on the streets are. Becoming abandoned and we need to take those things that we need to take that Albanian Dixon what's the role of government in in promoting or getting jobs. Well I think they need to create a better more business friendly atmosphere we need to look at the fees we need to look at. What's holding small businesses back we need to give them help. We need to create a more streamlined process. I did a farmer's market to work very recently from one end of this district to the other in one day and spoke to a lot. A local businesses in cottage industries and the fees are killing them the taxes are killing them. And that this hopes that they have to jump through with the paperwork the grant process how to start a small business where to go the resources to help them. This state will play a role -- that.

Yes but the businessmen -- work for a living and dry cleaner. I employ people I have to deal with the DEC EPA all the New York State regulations that crush. Every business owner in New York State. My record as the mayor's second to none in New York State still has five years later. That's where I'm going on today to. And tell me about that record what is it that she uses you find things. Downsizing government less employees and when I started the only one in Western New York who had that record. Reforming health care. The three straight tax cuts the murder mergers and consolidations emerged more departments between our village and town and anyone in New York State still to this day. That's the record. Reforming health care what's that all about in a village level. When I started every employee got any health care and benefit a 100% paid for when I left every employee. Got either independent health community blue. No options no writers and help between 5% and that was. That I I had to deal evolving into that myself personally so that was good. That things change it do you think it's possible for a guy who's done that against kind of a question asked Cynthia. Smaller village level we're talking about the state here the state is a big massive hard thing to changes that yes it -- and I think of courses. But of course on the guys condone because I've done it I walked the walk and don't talk the talk with that I don't Pat's not here. But today on this program on demanding an apology from pat Galvin that I last debate. He called me out because I used the term Bucky Phillips. We said that I'm enabling him I'm making -- full Carol. And I'll tell that he's a big liar right here on stage because the new York State Supreme Court refers to as Bucky Phillips. The state troopers referred -- report as Bucky Phillips his name is Ralph Bucky Phillips and all -- state agencies reported him as that and prepared to turn it around and continue to not answer the question about his involvement. His involvement with the escape of Bucky Phillips in the death of a trooper is just it he's running on his record. And the state trooper and he's got to answer these questions any -- the questions I I hear what you're saying I understand it's a relevant issue but in fairness. I wanna have you raise it when he's on the line and actually always good time and I'm gonna tell voters they got three days you don't hear a response from pat except another personal attack and myself. We're gonna know that he's he's as -- that is to blame and he's gonna have to and he's not -- ducking the question. Talked me about beyond him what you think is the number one issue in the state right now. Corruption. Spending and corruption all the politicians up there I think are bought and paid for special interest control this.
Hey pat Galvin as well those people it's been controlled by special interest he's got taken money from every union. It is dollars Vick Farley was a lobbyist who worked for the -- Joe Bruno he's on he's and pets that pocket. Frank McGuire the nursing home guy -- that your property taxes that's Medicaid. And -- while cutting Medicaid get he's taking thousands of dollars from people were opposed to that which keeps our property taxes it's it's disingenuous to. We've got the TBA the plumbers -- BW state police there's all these unions -- gave pat Galvin 9500 dollars -- skulls from Long Island. That's what he's trying to change Albany. And change the downstate upstate mentality except. You know that you're just it medi 500 dollars -- Skiles who in turn is taking it towards UIABEW. Urged her the excuse me the I'm. The the other union the C the idea of a CLU. Is giving -- 4500 dollars for -- Gelman. These these unions -- in his back pocket. And where's he getting them from dale Volker of these unions now he's turning them over to pat Galvin physical change coming here Dave we've got. We've got we need real reform we don't need a guy with special interest dripping all over him I always tell people files in a room with a became a deal at a crystal factory here. This -- it's it's -- is taking money from everybody to pay to play for all his back pocket and the last one alternative is a few weeks ago we had a debate he came out. Firmly against -- in the civil law is a law and he's a state trooper not only gets a thousand dollars from the Indians of the donation. And always for the Indians imagine that gets the money in his pocket and now he changes of position -- 180 and he's for the Indians that to me is totally unethical.
When he calls if he calls them again he says he's had apparently emergency can join us when he calls it because. I'm gonna trying to in response some of that please do trying to get over for months I understand but I I'm not sure it's right to be raising it without him here. So so I want trying to focus on broader issues that apply all around and especially to include you Cynthia because. It seems like a lot of Dave's ire is directed at that pat Galvin and I don't want to be a primary all over again. Contrast yourself.
Can't Cynthia to date DiPietro and pat -- Well I'll tell you this -- reformist -- an interesting platform that everybody's run on and not just the fifty ninth district but. A lot of races across the state. And talking about told rock and a lot and talking the talk well here's here's what Cynthia Appleton did Cynthia Appleton got money from the DS CC and she sent it back. She sent to Barack she sent channel -- yes -- see democratic democratic standing senate campaign committee the party any political party -- folks like yes I save it on channel two on the -- are the debate that we -- That I was on brought an unbiased and that continues to be the case. So I would separate myself from the other two gentlemen. In that way because I'm a true reformer and I and I believe that we need ethics reform and I believe it's strong enough to make that statement to send them money back. There's been an unfortunate that the AG scandal with with the downstate. Democrats right now and it it's an unfortunate thing. And I would not take any money that was tainted for anything and I would also not support anyone. And across the state in any kind of leadership position that was under some sort of criminal cloud of investigation so I think that separates me. From from the two gentlemen that are that are opposing me today and I were him I would ask -- I I've also. Told the lion -- and went by the rules as far as campaign filing a campaign finance requirements. And I would also last night my opponent today. We've checked and there's been no filings from mr. DP HRO. He he tells me they doesn't have any money and I don't have any money there's I guess that makes us a little bit similar but. Like that but there's been no filings for us to see -- the transparency is something that I feel very strongly about it we've had no trouble. Filing our campaign finance reports on time so that everyone can see as a public record where money's coming from and our -- come from. The backs of all the voters we've run a very strong grassroots campaign people powered people finance.
Are you saying he's not independent or we just don't know if you haven't seen before we don't know. Dave what do you say have -- let. No legged general files from visa visa business Manning is on vacation I don't have a campaign team like these people do -- not to endorse Democrat of the endorsed Republican on the Tea Party guy. Run run against the machine I have volunteers. OK I think it'll do for our reporting file or special about 2400 dollars point four point 500 dollars in revenue from where. From individual donors twenty dollar dollars ten dollar donors we don't have any big donors having gotten big checks and an opportunity likes and -- to return a big check I wish him -- agreement put in that position so. Like I was the money we don't have any money no union -- no union support no official parties or no official support party support and pretty much just grassroots Paul's grassroots no business lobbying no business and groups nothing and and we are also grassroots and you know we Iraq we have no paid employees we are all volunteers well. Has the Tea Party or at least being able to use that label how Q do you think. Yes yes coming out -- for stop because I believe and that's what I am -- the people also all the people around here the believing that believe in me. And I asked. That Kelvin says he supports the Tea Party all the Tea Party doesn't support -- and last name one Tea Party activists but supports him he can't. He ducked the question says he's not a Tea Party -- I've heard you say similar things that that that you don't have quote unquote the endorsement to get people that are sympathetic to party that lets you.
I do I I have apple I -- Dave what the question is it is it about the Tea Party or. But annually US and -- your level of Tea Party support because Dave is the -- camera but I've heard you say that they support you. I have. Individuals individuals that have called me on the phone and said that that they. Align themselves to be a Tea Party person but that they have you know read my information spoken with me personally and and that I have their support.

Let's focus before the newscast to brief them property taxes. We've we have a governor in office now who said the way to to deal with rising property taxes to two kept them. We have one of the two candidates coming in that says it's not necessarily so easy especially when you look at the idea school taxes. Let's start with you Cynthia again only as a comes before the -- how how do you deal with the State's property tax -- I think we can probably stipulate. That both of you would say they're too high.
But what we do. When we do well I know that from past debates I know that Davis has said that he would. You know he doesn't believe in the camp but I believe that that's a good place to begin I know that I -- quo almost 2% property tax camp. But it also has to be accompanied by mandate relief I don't let me start with president explained that 2% cap what's what do you mean -- how to work. Well at 2% property tax camp as far as growth appeared. Property taxes as opposed to like circuit breaker tax that would be. Relegated to figure income okay so. But it has that they can't pass to come at mandate relief it can't just come by itself you can't get there if you don't have mandate relief. At the village level again you see so many unfunded mandates coming down to the town to the villages that they just can't cope with them anymore. But but but. How do you get the mandate relief eventually am picturing somewhere here we have to cut spending no cut spending absolutely there's there's a -- there. I mean it's it sounds funny to hear that from a democratic people will say that I don't mean it because I'm a Democrat but that's not true because I've seen how it works. We do that the village level. You have to look at a budget you have to look at it line -- line and number one camp in late. So I mean we've never had a -- hello collateral are you wouldn't be able to sleep at night because they too many people in your driveway. So you have to have the budget in front of you and look at it and make the cuts. Make the cuts that you need to make to make your budget come into balance but and you also have to help the homeowners because for too long. We put all of our property tax burden on the homeowner so we have to give them some mandate relief. In conjunction with that.
They I'll watch into a little bit organ after a break and pick it up on this revenues no problem you she she mentioned that -- you don't prefer the tax. Cap now you want some other scenario yeah I think text camps are for losers and for people who are not leaders are right -- thought we get tax cut. 5% property tax cuts three straight years by 55. That'll come in with my spending cuts not only one who's proposed eliminating. Any agencies to get the spending cuts that's -- to an enlarged by -- just answered my next question is it possible to put that kind of cut in. Without huge spending cuts. Million either eliminating agencies that we're gonna on the right now I'm on the proposing eliminating 800 state agencies authorities. That are useless that's how I'm -- one of the ways are gonna get to my property tax cuts. That gallon in my point seven. Eliminated one agency I'm asking chemical that's what agencies or even eliminate what authorities are gonna eliminate to get to get that spending cuts because otherwise -- smoke and mirrors you can -- do it we'll.

I am a lifelong Democrat I think when I was making some points about Lydia hunger is spending cuts and the act next camp I might have made -- look for the giants who are on my very loyal democratic supporters out there and you want a lifelong Democrat on underlined and and and honorably so.
That's some less impact in Democrats follow up. I think they're suggesting that Carney made an -- Tell me about spending cuts -- you're talking about that before the break you know -- eliminating agencies is that the way to go that's the first start 800 agencies including nicer. I sort of 600 million dollars right off the bat that would eliminated okay. Let's go to. The pork Lawson and let let me look at these agencies one by one would you eliminate the programs they do or just the staffing the salaries the cost. Ever and nicer almost everything I think that they can't that needs to be gone farmed out the DC the EPA do it. But you look at your electric bill with the highest electric rates in the state and look on your bill and there's a cost over there to nicer it's it's. It's for what. So they can subsidize businesses what the free market economy. Run itself I don't we shouldn't be subsidizing businesses went under only would fail. And this is what we do and -- I'm. I'm calling for the elimination of 800 authorities. -- to -- one of them calling. From my opponents to join me and financially support the pork lawsuit which will eliminate five billion dollars this is how I get my spending cuts I have a plan. That's what my opponents don't that like -- this or or a they don't have a plan I haven't a legitimate plan that's gonna put the state back in the black the park lawsuit explain that. That's lawsuit filed by Jim Ostrosky attorney. Ending corporate welfare New York State no more. George -- yards dale -- pat Galvin coming around in dropping money to all these corporations and driving money to different funds from the state. Okay they're not gonna get subsidized bass pro is not gonna get subsidized with tax -- money because the state constitution says technically that the state money cannot go to a private entity they constitution's been burned and trampled on by these politicians for forty years all right Jim -- Cynthia know.
Plan I'm well well I do have a plan I thought you might they're still -- there are people that my opponents are saying. Typically 20% across the board. Cut I mean what does that mean that means more than one billion dollars taken out of the nursing homes 2.5 billion. Taken out of hospitals two billion out of programs that send kids to college 500 million last for state correctional facilities they corrections officers and secure the prisoners it. In its one point nine billion dollars last. To support local governments forcing local governments to raise property taxes and Celtics. So you can't just cut with a chainsaw you have to cut with a scalpel. For 30% cut this this becomes a one point five billion out of the nursing homes three billion from college programs 750 million. From correctional facilities to point 75 billion from local government aid. I mean there -- 640. Public benefit corporation in New York which are responsible for over 90% of New York -- And they have a little or no oversight. Many are long outdated for example to get rid of them you're saying. Get rid of them get rid of all the ones that are outdated and not use let's look at them all they've been non transparent to this point Richard perhaps he's down there. Trying to make legislation so that they become more transparent. We have something like the Lake Placid Olympic regional development authority let's look at that the dormitory authority let's look at those programs and get rid of them.
I think in the case of Lake Placid and probably a lot of them like that. They were established at one point 488 task specific. Probably building out the Olympics but all these years later they still have to stay on the books only because their debt is still on the books. Could you remove a group like that and and what do you do with all of their outstanding obligations Cellini so look at what they're outstanding obligations are we don't know. We don't know because they're not transparent open ended.
Most of these authorities and agencies are are very natural aspect of -- will have to be they don't have to release a budget to the public they don't they're not elected officials. They don't have they only have to have a budget that they don't even after the budget to show people lot of times this. This our state is the worst in the country and it needs to be changed that's what just get rid of these authorities most of them like the dormitory authority. They don't do any thing its its pork and patron to tell people like pat Galvin put people in positions of power it it's. It's ridiculous you that's the plan. To get rid. Of these authorities and started downsizing the state. The state needs to start shrinking not growing.
This in the image -- something near the break and I think it's relevant right here right now. You mean like part both of -- and pretty much every candidate out there seems to agree on a couple of big things the idea that we need reform. The idea that we need. Better more efficient government the idea that we need tax cuts. I am I putting the -- on the same. Page here I think well I think so of the difference to my mind is probably in the way that some Democrats and some Republicans implement address that's correct.
Well how would you how would you run to approve New York's overall economy I mean I think that's one of the things we have to look at but Natalie just New York. We have so we're responsible to looking at the fifty ninth district. We have to look at what separates and what is individual and unique about the fifty ninth district also to help us here. So the fifty ninth district has a unique combination of agricultural and educational essence I mean -- They could be a center of of an invasion of green jobs and the state government needs to facilitate and encourage this. I mean we have. The best agricultural land in the nation here we really do. I mean we have bio digest just assailants death and all we need to tap this potential to support agricultural. Foundation of this area. And help our region and the nation approach energy independence. Mean that's where we really have to start to focus jobs jobs jobs that's an important thing.
And helped us I think.
I I'll disagree Cynthia on the scale -- I think you've got to take a butcher knife to the budget. And these authorities okay what's I've heard politicians take scalpel to things. And nothing gets done it just keeps growing and growing out of control until somebody comes and puts a foot down on this budget. And makes people start screaming a little bit. And then we'll find out what you start -- start actually making these cuts real cuts. Then you'll find out where the need is a right now everyone screams every time someone has cut one penny. All we can't cut anything beautiful children out of homes you're gonna keep old people lot of a senior citizen -- That's ridiculous we've got to start making the cut so we know -- and get this budget because otherwise people like me. And and and private sector individuals are leaving the state controls in the Texas keep going up. It's it's and it's it's going to explode and implode very quickly.
One of the non personality issues where Andrew Cuomo on -- Seem to disagree -- and the governor's race. In their economic platform. Cuomo advocates more tax credits and less tax cuts. While Palestinians looking more tax cuts less tax credits is there a -- day for tax credits as well the thing kind of the role that both especially love in the in the school system but that's a whole other issue. There's a role for -- bought. Tax credits are great but until you start cutting spending. Not just offering credit the -- cut this level of spending. And actually start shrinking the budget in giving real relief to people nothing's gonna happen nothing's gonna change New York's gonna go upside down and belly up. And before -- that they're scratching my head going what happened less because we didn't take the top stance eight billion dollars in debt. Is a very tough as the worst detonation. We. Are going under as a state we need drastic measures today all right Cynthia same question credits several cuts have a role both neither went.
Both both tax credits absolutely have have a role in especially here because we've become known we used to be known as the empire state. But we've become known as the state that's not friendly to small business so we must must make small business want to stay. To grow to start here in New York so we had the the empire zone program. In my opinion it was a miserable failure but now we're looking at things like the -- your program where you give more and better tax credits. Too small businesses and start up to give them 3000 dollar credit if they hire unemployed people. Things like that have to work we have to grow jobs here but we have to grow jobs here. To partner with education while we educate our kids we want them to stay here we want to Foster them so that they live and grow here.
Almost programs are great I disagree though. Because when you start subsidizing one it goes against the other. If it's good for one it's good for everybody if tax cuts and breaks at all these incentive programs are good for one business -- we're gonna create when he jobs. That's good for everybody like me keep my thirteen employees going. I don't know if that's where I disagree I think this state. We've got soul over overtaxed. Overburdened that now we we pick and choose who we want while we're gonna give you an empire zone we're gonna give you a tax credit. Forget it if it's good for one caught it for everybody make it good for everyone.
All right let's bring -- animate it but it hasn't been enforced let's bring pat Galvin and I know what he was scheduled to join us earlier in the program is with us now on the telephone. That year a year here now in the middle of discussion on. Tax credits and tax cuts and basically what to do with the economy jump on informing. In some ways -- Governor Kennedy Cuomo said we -- credits less than tax cuts. Governor candidate -- probably -- that no we need tax cuts. Before you joined us we're talking a lot about spending cuts here. Talk to me a little bit about the State's economy when we need to do.
We need to do a whole bunch of things and state economies in the toilet right now. It starts with this whole culture of corruption that we've seen in Albany the special interest. Controlling. Different people over the years both Democrats and Republicans we first need to stand up this special interest. So we can cut spending. We -- we cut spending we can cut taxes what we cut taxes we can create a better business climate so we can create private sector jobs.
Where do we cut spending in your book.
All bunch of places I think we -- you -- we look at that among the biggest expenditures the status in the area of Medicaid over fifty billion here. And we need to look at that we need to look at the options. We need to look at the actions we need to install anti fraud measures. Fingerprint interviews. Residency checks. -- that that used to be in place they think fifteen million a year we can look. To reinstitute there reinstitute and right away we save money. We -- don't think so -- legislature which is a significant amount of money we can -- frank. The ridiculous. -- practice. Legislators. Mailing out propaganda for no reason that nobody recently. We can eliminate pork barrel spending. We need to look at all the authorities need to look at all the state agencies. Look at what it may or may not be redundant what -- should the state provide. And -- and much much more we have a lot to do but I think it starts -- honest decent people in Albany and -- decisions for the right.
Let's go on the table on Medicaid you just mentioned that we haven't yet covered it how do we how we change Medicaid Cynthia start with you well I Medicaid obligations are too high. We have to examine ways we can cut expenses while maintaining our services for instance. Each county separately administering Medicaid is is inefficient it's it's does not work. And it makes no sense to leave Medicaid reimbursement rates -- politicians. -- mean we have a lieutenant governor M just plan out there now it's very good I recommend you take a look at it because. It really says that we have to take the politics out of Medicaid reimbursement and allow what he's saying is that the state should not only -- of the administration but the actual program costs less of a mandate right less of -- and that it off the county's yes thank -- for that. I am how is that consistent with downsizing state government cutting state spending. If the state is absorbing a program from because we -- we can't we can't let the states -- the rates we have to hand that off to the health care professionals we have to let medical professionals. Decide this we have to take it out of the hands of the politicians. Totally and completely. Finally we have to remove the funding burden from the -- main driver are of -- orbit -- property taxes. That turn and turn the burden over to the state. But a lot of people forget that huge portion of our Medicaid costs goes to the long term care of the elderly and massive Medicaid cuts means that.
Nursing homes will close and we're talking about real people here and I disagree -- my opponent I -- I know I'm gonna add. You're gonna cut on. -- people out of there out of their homes were not gonna do that that well what it cut that that was -- that is why we have we're gonna get gallant Russian classics and I want to ask that. How are you gonna cut Medicaid when you took. Money from frank McGuire who owns nursing homes you've taken money from SE IU 4500 dollars which is just the Teamsters union for the health care industry. You've been sitting there. -- 9500 Argentines can also on Long Island you're gonna make any cuts this is ridiculous of I'm tired of -- it takes specifics you won't do it because you've taken money from every special interest group out there are. You got money all over your back pocket change your opinion on the other Seneca nation when you got a thousand bucks. Bologna. Gesture and just so you don't -- listen to begin initial that -- that you apologized. For the Bucky Phillips comment. Because Bucky Phillips was let's take one at a time let's get Medicaid first -- campaign and then we'll it will have to respond to some of the things that before you joined us.
